In 2001, a small number of local health care professionals, business and civic leaders came together to address the rapidly deteriorating access to health care. Significant numbers in the community were losing health benefits with lost jobs or forced to drop coverage due to escalating costs. Of particular concern was the increase in persons with chronic illness neglecting medical care due to the inability to pay for services. The increase in neglected illness consequently led to higher demand for emergency care and created unneccessary crises, and often resulted in avoidable hospital stays, complications, and permanent disability.
